What is sacrosanct about 19.10.13? What about violations commenced after that date, in progress as on that date, and completed after that date? I suppose that will be covered under a similar 2015 bill.

If I understand correctly, when more or less the same bill was introduced by the BJP government, the Governor (his Excellency, mind you!) sent it back repeatedly. And, now when the Congress government brings it forward, he is "pleased" to sanction it.

If you ask me this is anarchy, and not what AK staged in Delhi.

Today being the last day, I have e-mailed out an official letter, more or less on the above lines, which will be followed by a hard copy by registered post tomorrow.

Madras High Court's sakrama for Ooty

The Madras High Court has directed the Commissioner, Ooty Municipality, to complete demolition of illegal constructions in the famous hill station within two months. 
 
- - - "Post 2007, there are stated to be 107 unauthorized constructions. Within this two-month period, the Corporation will take final action - that is if it is compoundable offence it has to be compounded and if it is beyond the compoundable limits or compounding is not paid, demolition will follow.
 
- - - The bench in its interim order of October 15 directed the authorities to prepare a Google map which would identify their exact position so that none could claim in future that the construction existed before the said date.

This looks like a path-breaking order. Does Namma BBMP want to wait for the Karnataka High court to issue a similar order, or will it do its job on its own?
 
Garbage clearance, traffic congestion, unauthorized construction, slum clearance and rehabilitation and facility for pedestrians and cyclists top the issues which bother Bangaloreans, says a survey across the city's 28 assembly constituencies. Both educated and uneducated respondents have voiced similar opinions on the issues. Interestingly, the top five issues are the same for both men and women.

So, "unauthorised construction" is now beginning to be seen as a serious issue by the public. And, significantly, Transport minister B Ramalinga Reddy's (who is besides in charge of the city) score of 2.43, under this head is the lowest for all the MLA's, goinng by this ToI report

As the construction of government buildings do not need BBMP permission, they hardly leave any space for parking, he (BBMP counsel) said.

As for solutions to the parking issue, there are plenty, which Prajagalu have detailed here. All that's required is the political will to implement whatever is best suited to the city.
